Policy/legislative and other institutional support

The department continues to carry many diverse activities aiming at creating a comprehensive policy, legal and institutional infrastructure for safeguarding and developing forests. Such activities include, framing state forest policy, notification of new JFM resolution, amending forest transit rules, constituting Chhatisgarh MFP Federation, Chhatisgarh Medicinal Board, State Bio-Diversity Steering committee, State Wild Life Board, etc.

Apart from the National Forest Policy 1988 , the new state of Chhatisgarh has enunciated its own  human centric State Forest Policy in the year 2001. The new policy document emphasizes on the following aspects:

Community driven forest management
Multitier forestry
Conservation of Bio-cultural heritage
Meeting requirements of people
Environmental stability and ecological balance
Restoration of degraded forests
Creating appropriate policy and legal framework

Chhattisgarh Transit (Forest Produce) Rules 1960 was suitably amended to promote agro-forestry  in the state.
New JFM-Resolution-2001:

Government of Chhatisgarh has issued a new JFM Resolution to create an enabling environment for accomplishing community driven forest management programm. The said resolution addresses issues like JFM committees formation, balancing duties and responsibilities of committees and pattern o sharing benefits from harvesting operations.

 
Other Institutional structure:

In order to extend the cooperative philosophy to minor forest produce  , the state has created Chhatisgarh State Minor Forest Produce (Trading and Development) Cooperative Federation Limited in the year 2001. It is an apex organization which acts as a nodal agency for all aspects relating to management, development and trade of minor forest produce/non-wood forest produce sector in the state.

 

The state Govt. has formed a medicinal board in the year 2001 to promote medicinal plant conservation in the state. The state has also formed a State Bio-diversity Board in the year 2001 to supervise formulation of state Bio-Diversity Strategy and Action Plan. A state level wildlife board has also been constituted in order to advise to state Govt. on the mater of wildlife conservation under the wildlife Act-1972.
